Immigration policy is determined by the government. Decisions about who can visit or become a resident are subject to political control in the same way as most other areas of social policy. Different governments have different views about the extent to which immigration is desirable.

These can be influenced by economic issues like the availability of work as well as political views about the extent to which diversity is desirable. The immigration rules are complex and subject to periodic review.

The UK Border Agency is responsible controlling immigration in the UK and for controlling UK borders as well as managing border control and enforcing immigration and customs regulations. Applications for permission to enter or stay in the United Kingdom, applications for citizenship and applications for asylum are all processed and controlled by the UK Border Agency.

Applications to come to the UK to live and work are assessed against several criteria including:

  • applicant’s ability to contribute to the economy
  • the risk of persecution in the applicant’s home country
  • whether the applicant has relatives who were born in the UK
  • whether the applicant is a citizen of a Commonwealth nation
